I appreciate the consideration for the time burden on small and rural libraries, but in many cases these libraries are doing more not less, and the thought of any scaling down leading to even less data on small libraries worries me.

The custom that IMLS uses with SDCs to put out biweekly updates of key points is very helpful, in addition to knowing that I need to proactively check a web site.

The danger with collecting anything that a library does, is that then could lead to radio stations or grocery stores wanting to qualify as public libraries. Agreement on what "counts" as library services at a national level is required. Then the national collection should be limited to that.
